The study methodology is a mixed research method that is contextual and semantic in terms of the data's nature; in terms of the logic of thinking, the study method is deductive, and in terms of the analysis levels, it is analytical-interpretive. The selected strategy of this research is grounded theory, with the preliminary analyses (qualitative research method) being conducted based on Strauss and Corbin's systematic coding using MaxQDA software. Then, in the second stage, the importance coefficients of the topics extracted from semi-structured interviews were analyzed using the analytic hierarchy process (AHP) using Expert Choice Software. The research findings indicate that most of the respondents find "recognition and creation of emotional bond through the use of the past generations'' memories" and "the neighborhood's historical form and shape" as two selectable solutions and, of course, in the authors'' minds, considering the population growth and increase in the demands for new houses in the intended texture and, consequently, increase in the number of constructions and the change in the city's countenance, these solutions seem to be somewhat illogical. "The necessity for amending the urban and regional criteria and regulations," and also, "enhancing the awareness of the designers and the area's addressees," and, subsequently, "reducing the influence of the designers'' tastes" are the other factors that seem to be more widely applicable for they can prevent the emergence of visual abnormalities on the façades to a large extent.

The term of brownfield and its redevelopment has been considered extensively in the world urban planning literature. However, the nature of the brownfields and the differences between how they are created in countries have caused this term to be defined based on the contextual and typological conditions in each country, involving a wide range of lands. Meanwhile, despite the high importance of brownfield development in improving the quality of urban life, this issue is still neglected in the urban planning system of Iran. Therefore, this study is aimed to propose the definition of brownfield sits in Iranian cities and their typology as a policy to help reconsider them in urban development plans. After presenting the adaptive criteria extracted from the relevant literature, experts in this field were interviewed to determine the main categories of this concept in the country’s cities using the grounded theory qualitative method. Then, the rules and regulations related to the categories were reviewed to finally define this concept and present its comparative typology. The findings show that in Iranian cities, the brownfield sites comprise abandoned sites or lands including activities that pollute the environment, being incompatible with authorized urban activities. According to this definition, twelve types of brownfield sites can be identified in Iranian cities, in which the activities are incompatible with urban activities and they require intervention for development, and one type includes lands with no function at present, in which development has occurred previously.

Nowadays, planning is no longer considered merely a scientific and technical career nor agovernment responsibity. It rather functions as a bridge connecting the planners to institutional changes. In otherwords, the planning theory does not develop in a social, economic and political vacuum, but is formulated byindividuals in social situations with the aim of clarifying the enviroment recommending appropriate procedures andprocesses. The purpose of this research was to identify the explanatory and normative capability of the StrategicStructural Plans theory in the context of institutionalism so as to enhance the capacity of its application in practice. Forthis purpose, the grounded theory was adopted as a research strategy within the framework of qualitative methodology.The data collection instruments involved desk study, interviews with experts, managers and specialists, collaborativeobservations on the environment. The research environment included macro and micro levels. At the macro level, thefocus was on comprehensible conditions and components of Iranian spatial planning system, while the micro levelserved to examine on the local scale the urban planning and management through sample mining in Mashhad, Iran.As a result of this analysis, a total of 159 concepts, 44 categories and 9 major categories and 6 topics were recognized.Among the categories identified, institutionalism in the theory of Strategic Structural Plans was selected because of thefrequent appearance in the data and its relation to other categories as axial category, where the paradigm model wasoutlined emphasizing on the causal and context condition, intervention, strategies and consequences.

Post disaster reconstruction in the destructed zones entails the social aspects in addition to the physical and urban aspects, because of the presence of affected people in the very location. The presented research aims to assess the social aspects of the post disaster conditions in the course of reconstruction, which take into consideration the related social factors in the affected community. The research also looks for the various influential aspects of post disaster urban planning in order to achieve a different framework for the job. Since the subject might be considered as a new approach, and for the vast and numerous aforementioned aspects in the expertise reference, the research method is based on “Grounded Theory” in order to analyze and categorize the given approaches. The results of theoretical studies have been compiled with the academic expertise viewpoints and with the opinions of Iranian experienced experts who were involved in the course of post war and post natural disaster reconstruction, through the face to face interviews. In order to benefit a practical implication of the theory, the post disaster reconstruction process of Manjil-a mountain town in Gilan, north of Iran- after the earthquake in 1990 has been analyzed and reviewed. The fulfillment of the research necessitates; assessment of social questions, collective behavior, individual needs and requests of affected people, in the course of planning for post disaster reconstructions, and ultimately employment of social capacity, as well as the relations among communal network at the entire level of the affected society.
